We were looking for a landscape design and construction service for the backyard of our new home in Phoenix. My wife found Diamond Stone & Synthetic Grass online, with good reviews, so we decided to get a quote from them. The project manager, DANIEL, responded and did the measurement for our backyard. He explained to us the materials and the labors. And the most importantly, the grading to direct water out of the backyard and away from the foundation of the house. In the same afternoon, he sent us the quote, the detail measurement, and the selections of materials. The quote is much better than what we expected, so we decided to hire them for this project. While the construction is ongoing, Daniel always kept us updated. We asked a lot of questions during the process, to prevent mistakes caused by misunderstanding. Daniel and his team always responded in a timely manner. The whole team is knowledgeable, friendly, and patient. They took care of the questions and issues we brought up, and the project ends up awesome. When I saw the outcome, I have nothing else to say but WOW. There was a tiny hiccough that the paver was too close to the gate, causing it hard to close. Once we brought it to Daniel's attention, his team showed up in two days and fixed it. How can we not appreciate a team taking care of problems so quickly? We are very happy that we chose DSSG to do our backyard.

Extremely satisfied with diamond stone. Daniel was very friendly and helpful during the consultation. I met with so many different companies, but knew almost immediately I’d go with them because of how Daniel communicated and made me feel confident in their work. The crew was very quick and professional as well. We got new turf installed and it looks amazing! Even after it was done, they have been communicating with me all the way. Great service and reasonable prices.

If you live in an HOA community in the Phoenix Valley and want to replace your lawn with artificial grass, Arizona law is on your side. Since 2022, most HOAs that allow natural grass can no longer ban artificial turf. They can still set rules about how it looks and where it goes, and that is where most approvals get delayed.

This guide explains what the law says, what your HOA can and cannot require, and how to get your turf project approved the first time.

The Short Answer

Under Arizona Revised Statutes section 33-1819, an HOA that allows natural grass cannot prohibit you from installing artificial turf, even if your CC&Rs say otherwise. Your HOA can still adopt reasonable rules about turf quality, where it can be installed and how much of the lot it can cover. You should still submit your design to the architectural committee before you start.

What A.R.S. 33-1819 Says

The law was added by House Bill 2131 in 2022 and applies to planned communities after the period of developer (declarant) control ends. In plain terms:

  • If your HOA allows natural grass on your property, it cannot ban artificial turf there.
  • This applies notwithstanding your community documents, so older CC&Rs that ban fake grass do not override it.
  • If your HOA bans new natural grass, it can also ban new artificial turf, but it still cannot stop you from converting existing natural grass to artificial turf.
  • If you sue your HOA for violating this law and win, the court must award reasonable attorney fees and costs to the prevailing party.

What Your HOA Can Still Control

The law lets an HOA adopt reasonable rules about installation and appearance, as long as those rules do not effectively ban turf where grass is allowed. Expect rules on:

  • Quality. Many HOAs require a minimum face weight, a realistic color blend or a specific product type.
  • Location. Some communities allow turf in the backyard and limit it in the front yard, or require a border of rock or plants.
  • Coverage. An HOA can limit the percentage of your lot covered by turf, matching the limits it sets for natural grass.
  • Maintenance. If turf is not kept up to the association’s standards, the HOA can require you to replace or remove it.
  • Health and safety. If turf creates a health or safety problem that you do not fix, the HOA can require removal.

When an HOA Can Ban Artificial Turf

There are a few exceptions:

  • Areas the HOA maintains or irrigates, such as common areas or front yards maintained by the association.
  • Communities with unique vegetation or geologic features that the HOA is required to preserve, where natural landscaping protects those features.
  • Communities whose declaration requires design standards that protect the natural environment.
  • Communities still under developer control.

If you are not sure which applies to you, read your CC&Rs and design guidelines, then ask your HOA in writing.

How to Get Your Turf Project Approved

Most HOA denials come from incomplete submissions, not from the turf itself. Here is what to include:

  • A site plan showing where the turf goes, with measurements and the borders between turf, rock and plants.
  • The turf product name, color, pile height and face weight, plus a sample if your committee accepts one.
  • The border material, such as concrete curbing, pavers or steel edging.
  • The rock or decomposed granite color and size for the rest of the yard, and any plants you are adding.
  • Any drainage or irrigation changes, especially if you are switching sprinklers to drip.

A 3D rendering of the finished yard makes the review faster because the committee can see exactly what it is approving. Do not start work until you have written approval.

Turf That HOAs Usually Approve

Committees in the Valley tend to approve turf that looks like a healthy natural lawn up close:

  • A multi-tone blade with a thatch layer, not a single bright green.
  • A pile height of about 1.25 to 1.75 inches for front yards.
  • Clean, defined borders with curbing or pavers so the turf does not run into rock.
  • A mix of turf with desert plants and rock instead of a yard that is all turf.

HOA Approval and City Rebates

If you plan to use a city grass removal rebate, most cities require the new landscape to follow your HOA rules, and some cities do not pay for areas converted to artificial turf. Plan the design with both in mind. Our 2026 Arizona turf rebate guide covers each city’s rules.

Frequently Asked Questions

Can my HOA make me remove artificial turf I already installed?

Only in limited cases. If your HOA allows natural grass, it cannot ban turf, but it can require removal or replacement if the turf is not maintained to association standards or creates a health or safety issue you do not fix. It may also enforce its reasonable rules on quality, location and coverage.

Does the law apply to front yards?

Yes, if your HOA allows natural grass in your front yard. If the HOA maintains or irrigates your front yard, it can prohibit turf there.

My CC&Rs say artificial grass is not allowed. Does that still apply?

Generally no. The law applies notwithstanding your community documents, as long as your HOA allows natural grass and none of the exceptions above apply.

Do I still need to submit plans to my HOA?

Yes. The law protects your right to install turf, but your HOA can still review it against its reasonable rules. Submitting a complete plan first avoids fines and redo work.
